Question / Help 60fps recording isnt recording at 60fps

Here are my specs before anyone asks:
CPU: (Desktop Processor) Intel Core i7-4790K 4.00 Ghz
GPU: (Mobile Processor) Nvidia GeForce GTX 980M 8GB
RAM: 32GB DDR3
Hard Drive Space: 2TB
OS: Windows 8.1 Pro

So, my problem is, when I record at 60 fps for my recordings, it stutters. It used to not do this at all!

I tried everything, and nothing seems to fix it. Here are screenshots of the settings I have. Please help!

It didn't work...
I WOULD use shadowplay, but it doesn't work for Minecraft

Wow, actually I did some experimenting on my own using the link you sent me. I changed it to crf=22. It fixed the problem! I will try and see if it can be uploaded into sony vegas now. Thank you so much!

crf of 15-18 is going to be about the limit of quality. You're not going to see much difference and diminishing returns happen EXTREMELY fast in that range.
