60FPS not working

I just started using OBS and I have everything set to 60fps but when I watch the video back it's only in 30-40ish.
I am using a capture card attached to my XBOX Series X, which is 1080p 60fps capable. My PC has 32GB of DDR5 RAM, 13th Gen Intel(R) Core(TM) i9-13900KF 3.00 GHz, and an RTX 4070 GPU. I'm attaching some screenshots of my settings. Any ideas on what settings I need to change?

It didn't change a thing. I'm really stumped. I've browsed through forums and youtube videos. Nothing I have tried works.

OBS Studio creates a log file each time you run it which contains very useful diagnostic information. Without a log file, it's much harder for any support volunteers to figure out problems and your post may be ignored. To upload a log file, go to the Help menu > Log Files > Upload Last Log...

I tried that, and whether I do Current Log or Last Log it gives me this error.
