The thing that caught my eye was this:
00:20:07: Total frames rendered: 76723, number of late frames: 65289 (85.10%) (it's okay for some frames to be late)
What is this, the cause of this, and how to fix this?

I also have been DCing from the twitch servers. My stream will go "offline" but OBS would keep encoding. I DC'd multiple times at 3500 bitrate, twice at 3400 bitrate, and just now recently 3300 bitrate. If I go any lower my game will look really pixelated.

The slowdown is due to your GPU. The GTX 200-series GPUs are notorious for being slow for copying resources. Drop to 30fps (maybe 25fps) and downscale a little more and see if that helps.

Fuck me. I was using my HD7950 but it was getting too hot so I'm going to RMA it and am using my GTX260 (old) as a backup... I was planning to do some big streams this week.

Are there any paticular series I should watch out for? (Streaming wise, I'm still looking into good cooled cards.)

I would stay away from anything Radeon HD4000 and earlier, and anything earlier than GTX 400 series. That's about the threshold where you really start to see performance drop off. Don't touch anything lower than a *60 for nVidia, or a **50 for Radeon as they are almost always budget cards.
