Avermedia Live Gamer HD Drivers are the problem on (Windows8.1)

Download old Drivers ! Win8_x64_v3.3.64.42_Install <<<<

Hello
Recently i have reinstalled my windows 8.1 on my streaming Pc,
And after i have renstalled the windows 8.1 my videos and live stream are not outputting 60fps,
60 fps looks like 30fps i have try everything i know

I was playing around bitrate
changed Preset
Changed Audio
Base Resolution
Downscaled Filter
Renderer from Direct3d 11 to OpenGL
it feels like my obs is cap at 30fps if i lower the fps to 20 i can see difference

Operating System: Windows 8.1 Pro 64-bit
System Manufacturer: MSI MS-7751
CPU: Intel(R) Core(TM) i7-3770K ~4.4GHz OC
GPU: Msi GTX 980 OC Monitor: BenQ XL2410T
Mouse: Deathadder 2013 Headset: Logitech g35
Keyboard: Corsair Vengeance K90

STREAMING PC

CPU: AMD FX-8350 ~4.4Ghz OC GPU: NVIDIA GTX 230RAM: KINGSTON 4GB 1333MHZ DDR3
Motherboard: ASUS M5A97 970 R2.0 AM3+ ATX
Capture card: Avermedia live gamer hd (BUS 5)

I dont use LGHD but i have upload the screenshot because for me it was really confusing why it says 1080p 60fps when c985 can only do 720p 60fps, Even if i change only the c985 settings from 25fps to 60fps i dont even see difference

In my opinion my C985 is cap at 30 fps

I've been wondering the same thing with mine. I have almost the exact same setup, except I use the Live Gamer Portable. I know that I can select the Stream Engine as a source and see 720p/60 with OBS MP, but when I use the c985 as the source, I don't think it's pulling 60 frame feed from the capture card even though it's set to 60 in OBS. Visually it doesn't feel as fluid.
 
The LiveGamer HD captures at 30fps for 1920x1080 inputs. To get 60fps you'd have to drop the input to 1280x720. What resolution are you feeding into the card?

I've literally just come across the same problem.

I've contact Avermedia and have gotten to most vague response ever...

when i use Recentral to Record 60 fps 720p it works great
and in OBS and OBSMP and xsplit is 30 fps even when i set it up to 60 fps .....
