Question / Help 6 Upload Speed (still getting YouTube Red)

Hello. I am new to OBS and streaming but have been watching many videos. However I can not seem to get my stream to function Green on You tube. I did a Upload test of my internet speed and it came back 6.05 upload. According to the videos I saw that is more then enough to stream. However when I go to stream from my Xbox One on YouTube it comes back "you tube is not receiving enough video to maintain smooth streaming"

Please, any help would be appreciated

I did that upon set it, didnt work. I just re did it, and it still says the Video Output is too low. #sadface

Anyone have any advanced advice? Really hoping to resolve this!
