Question / Help 5Mb Upload Speed, yet stuck at 1.2mbps bitrate?

Hey guys, have a problem with my stream. I have done multiple internet speed tests and came to a result of 4.5 - 5 mpbs upload speed. My max bitrate is set on 3500 kbps, yet i only reach a maximum of 1245 kpbs bitrate. Clearly there is something wrong with my connection to what ever i'm connecting to. I connect to the Sydney, Australia servers.

Computer Specs:

GPU: Geforce GTX 960
CPU: Intel Core i7 @ 3.4GHz
16 GB of DDR3 RAM

Please anyone that thinks they know what the problem is please help!!!

Yea I saw this Sapiens, but going through all of these I still have the problem, I just don't get how one day everything is perfect and then all of a sudden without changing any settings, it get to this point.
