Question / Help 5mb upload and still lagging while streaming league of legen

If someone could help me live fix the setting that is causing me to lag. I have 3000bit set, down scaled set at 900x 600, and its only running a webcam and game capture. Yet my ping keeps spiking.

my stream is twitch.tv/ijona With 5mb upload speed i thought I would be able to run at close to native screen res. So i dont know the problem.
