Question / Help 59.94 FPS vs. 60 FPS Video Output stutter?

Hi all,

I've been having a decent amount of issues with getting my videos to perform the way I like. I'm using an Elgato HD60 Pro on a streaming/recording machine, and whether it be from recordings from my XBOX ONE X, my XBOX 360, my PS4 Pro or my PC, each machine seems to get different results with stutter in videos.

The Elgato Game Capture software displays the input of the device when the settings tab in that software is pressed. In OBS, I have the input setting to "Match FPS Output" and have waffled back and forth between 59.94 FPS and 60 FPS, with varying results.

I've done some digging around the forums, and have come across many non-definitive answers and sometimes straight up incorrect information about refresh rates. I was just wondering which settings I should use and whether I should match the Output FPS as delineated by the Elgato Software itself or just stick with 60.
