Question / Help 500-1000 Bitrate instead of 35000 I set. Why?

Hi,
Starting from 17.0.1 OBS Studio version I have a problems with AMD Encoder. I use RX 480 for the coding. And I am fine with 17.0.0 version. But if I install 17.0.1 or higher, I have a following problem: Ignoring of my bitrate settings. For example
I use CBR with 35 000 bitrate. BUT if I stream the OBS shows me 3000 or 1000 or 500 Bitrate in fact? Why? how can I or you fix that?
Another example: I set VBR. Yes, I see correct bitrate in my OBS interface BUT, I see the pixelazed video on my stream. WHY???? Help me please mighty Support :)
If it possible, I'd like to use 18.0.0+ versions because I see it reduces my CPU loading and I see smother picture on my Display.
BUT my Streams starting to suck a lot.
Also, I would provide you my log files, but my logs folder C:\Users\Сергей\AppData\Roaming\obs-studio\logs is totally empty. How to turn the logs on?

There was some evidence when log-file not created (some earlier builds of the OBS Studio):
To record "normal" and "full screen" without the need to cut-past
ffmpeg mpeg2video error

Try most recent version v18.0.1 it has most recent VCE plugin (also, AMD driver update may required).

Thank you. It works now. I updated my OBS to v18.0.1 then my VCE plugin to v1.4.3.11. AMD driver also installed the last. Looks like it works now. I am gonna test it for few days but I hope now everithing will be fine. Thanks Bro. may tha Froce be with you always :)

And yet, I still do not understand how to turn the logs on. It is not a firs such Issue, and I believe the logs could give a key for further solutions.
Also, when I try to uninstall OBS or update it, something hold some graphic hook.dll or something like that. Requires to restart Windows before update or uninstall OBS. May be it's important.

For new path use English letters, like "C:\OBSStudio", then logs should appear under the "C:\OBSStudio\config\obs-studio\logs" and "C:\OBSStudio\config\obs-studio\crashes" folders.

And I don't know why OBS Studio cannot write log file to your user's folder. Maybe it is because of folder's name (user name). By some reason you lack rights to write logs to your own folder. Just add new user (admin) to the system but use only English letters in user name. And run OBS Studio from this new user.

Yes, you're right. The cause was in the user folder name. I renamed it without Cyrillic. Works now. Thanks a lot
