50% gpu usage renders playing games impossible

whenever i start streaming, the gpu usage spikes to around 50% consistently affecting the games i play, most notably valorant, and it makes my game all stuttery, but the stream itself is fine, i've been looking around as much as i can as to what is affecting it. first I had to downgrade obs to 30.2.3 because capturing valorant on the most recent update is met with a black screen which is apparently an incompatibility with riot vanguard anti cheat hook, if there is a way to update to the most recent that will rectify these issues, i'll take it, but if there's any solutions on 30.2.3, id rather prioritise that

obs version: 30.2.3
windows 11 23h2
rtx 2070 8gb
intel i7 10750h
32gb ram

You have a network issue. Your network adapter is capable of at least 1 Gbps but is connected at only 100 Mbps.
This could be due to hardware or driver issues. Make sure the network cable is capable of at least 1 Gbps (cat6) and isn't broken. Make sure your router / modem supports Gbps network traffic. Old network drivers may present issues too so you need to look in the motherboard support site for updates. It may be due to an incorrect behavior of the network driver that it automatically select 100Mbps instead of 1Gbps so you need to force the Gbps. In this last case you have to consult the motherboard support on how to do this.

If you used a network optimization software, undo the changes it did, uninstall it and never use anything like that in the future. This apps usually cause more issues than help.

I doubt it's this since this is an issue that's persisted on my laptop for nearly 2 years now. There isn't really I can do on the matter after consulting both Microsoft and Asus support and short of an expensive RMA process I'll just have to be fine with it. But as far as my layman understanding of it goes, the network adapter should have little bearing on the gpu utilisation, specifically the encode, which is my issue.

Is there anything noticeable in that regard?

Disable Enhanced Broadcast and test again.
Take into consideration that latest nvidia drivers presents problems they need to fix.

To avoid future problems you should fix the network issue.
