Does anyone know what could be up? I checked my computer is downloading nothing and is directly connected to the modem so the only thing on the network is my computer. Literally anything past 2800 bit rate sets my stream into constant buffering no dropped frames or anything. I am trying to stream 1080p 60 fps with very slow cpu usage preset. Nothing drops everything is fine until i use higher than 2800 and still nothing drops cpu never goes over 50% even while playing games. My stream just constantly buffers.

Its buffering for you (you said no dropped frames so I guess not) or for your viewers? How do you know its buffering?
Post your OBS log file from at least a five minute stream of high action content.
P.s. Very Slow preset with x264 encoding means that your computer will be Very Slow if you try to do anything else at the same time. Very Fast preset means your computer will still be very fast if you try to do something else at the same time on the computer. I think you got those two backwards.
