Question / Help 5 sec lag every 15 sec / no ingame lags

Hello I have a problem with streaming I have 5sec lag every 15sec (on twitch for example)... I tried all options and bitrate settings and I never had ingame lags only on the stream. I attach the log in document cause of leght


pc specs:
cpu: amd vishera fx-8350
mb: gigabyte 990 fxa-ud3
gpu: 2gb gtx 770
