4k60 Streaming on RTX 2080

I cant seem to get 4k 60fps streaming working correctly on a RTX 2080 super. I have no issues with 30fps. I have fiber internet and see no dropped frames from the network. I am see a lot of skipped frames due to encoding lag. Im using 46000 kpbs CBR. Is this the limitation of the GPU? When I start streaming at 60fps gpu usage is above 95% and at 30 fps its below 90%. Thanks for any help.

Why are you streaming at 4k60 when your game capture is only 1080p60

im setting up for ps5 and 4k60. Also forza not loaded while testing. Since my normal streaming conditions do not involve a gaming running on my computer and trying to figure out why 60fps causes encoder skipped frames, I was running no games and just trying to stream a 4k60 signal to youtube.
