Question / Help 4K streaming setup problem

Hello
I wanna make a second desktop set up for my streaming.
The target is capture and streaming 4K/60Hz at about 24k~30k bits with X264/medium or fast(medium is a premium selection) setting on the second device.
Is a 10700KF or 3900x enough?Or even I need a 3950x?
If anyone tested it before and have a benchmark, I mean with 9900kf at this time, that would be appreciated.

no CPU that you can buy currently does 2160p 60 FPS X264 medium in real time. You have to use NVENC for that.

I made some tests with my 2080 but there are still some problems.
I'm not quite sure in 4k NVENC performs as good as it does in 1440p or 1080p. And I lost some performance when adding a webcam.
