Question / Help 480p and 720p confusion

Let me first say that i have spent 3-4 days watching videos, reading on up algorithms yada yada but the end result confuses me greatly:

At 480p, running at 800 bitrate, 30/60FPS @veryfast/fast preset, i can stream League of Legends. Obviously the result isn`t great and it shouldn`t be.

However, at 720p, running at the same settings, I have better results. I know that the minimum amount to stream at 720p is around 1500 bits for MOBAs. Even so 720p is smoother and less pixelly at the stated settings above (i.e, 800 bitrate, 30/60FPS @veryfast/fast preset)

Is this supposed to happen? or do MOBAs require literally half of the required bitrate settings?

Edited: There are no hicups/fps drops in both resolutions. However during an intense battle moment the 720p resolution has slight pixelation on moving objects; Whereas the 480p resolution has the same pixelation at all times on the whole screen!

mobas are a joke you could even get a decent result out of 1080@30 with a 1k-1,5k bitrate if you are just planning to play LoL but if you are streaming an high motion game with 720@60 your result with a 1,5k bitrate will be really bad.

its also obvious that if you are using the same bitrate for an test with two different streaming resolutions that the lower resolution will most likely have less pixelation but the texts and other small details get pretty blurry and bad.

but i wouldnt really recommend streaming with 1280x720@60 when you got only a 800bitrate go with either 30 or 48 in this case it will free you up less quality loss in high motion scenes and maybe even a lower preset if your cpu can handle it without maxing out at 100% and leaving still enough room to play games

Another quick query:
The lowest latency i get is to London (160ms). As long as the data goes to the server without drops, it should be smooth?

In other words, how do servers and (latency we get on them) affect stream performance/quality?
Closer servers geographically give me higher ms due to routing.
