Let me tell you first, if you dont want to do any transcoding and "just" pull or push streams, you could use the windows version, there are pre-compiled downloads available from me: http://rtmp.jack0r.com or from ecsds: http://nginx-win.ecsds.eu/
In Ubuntu you can also start a task manager to see if nginx is running, and you could setup the stats file or the http server to test if you can reach the server. If nothing helps you could see if nginx has produced a log in its folder (assuming your nginx.conf is configured to produce one)
I was actually following one of your guides. I couldn't get the windows version to work, but I didn't give it much time since I am following advice from a redditor to use a virtual server.
