Not sure if your still looking for help but heres what i would change, i too have the 3950x and these guys dont know what they are saying when they say its capping, its far from it. If i was you, i would change your downscale filter to Lanzos 32 bit and your bitrate to 6.5k anything above for me at least causes issues, let me know if this helps
3950x with skipped frames due to encoding lag

I thought I'd chime in on this conversation to say that I had pretty much the exact same situation as the original poster, a separate streaming PC using 5950x CPU, it turns out that the majority of the frames being skipped due to encoding and rendering lag was due to the fact that my memory (RAM) wasn't running at it's maximum speed. I had to enable D.O.C.P./XMP in my BIOS to ensure my memory was running the fastest that it could. Even after this however, to achieve 1080p 60fps streams I ended up sticking with the NVENC encoder so that I wasn't dropping any frames whatsoever. Also double check that you're running OBS in Admin mode and Game mode is turned ON if you have Windows 1903 or later.
