3950x 2080ti OBS FPS drops

Can't believe I'm even seeking advice for this after paying £700 for a cpu I wish I just stuck with my 8700k!
So im currently having issues streaming, Im getting FPS dropouts on the encoder its ruining my stream to the point where I feel like giving up with it. Im trying to stream at 72060fps on x264. My settings are below. If anyone using a 3950x could give any advice as to why im getting massive dropouts all the time that would be great.

1 x 25 inch 240hz alienware monitor 1920x1080
1 x 34 inch 120hz alienware monitor 3440x1440
My obs settings.
OUTPUT
Encoder - x264
Enforce streaming service encoder settings and rescale output are bother enable.
Out res 1280x720
CBR
Bitrate - 4000
keyframe auto
CPU usage preset - veryfast
Profile - High
VIDEO
Canvas resolution - 2560x1440 Have it set to this so only showing 75% of what I can see as im only streaming ets2
Output scaled resolution 1280x720
Downscale - Lanczos
Common fps - 60fps
ADVANCED
Process priority - Above normal

Thanks for any help, Im on the verge of selling the 3950x although I dont think its that thats the problem Ive tried streaming with my card and it still does the same.

Don't use rescale output, you're already downscaling so this is pointless. Will also need a log from a problem session:

OBS Studio creates a log file each time you run it which contains very useful diagnostic information. Without a log file, it's much harder for any support volunteers to figure out problems and your post may be ignored. To upload a log file, go to the Help menu > Log Files > Upload Last Log...
