Question / Help 2x webcam + audio + NDI + encoding issues/problems

so i am switching from Xsplit Broadcaster to OBS Studio 19.0.2 to test NDI but my 1st issue now is:
i have 2x Logitec C922 Pro Streamer webcams and when i add 2 video sources to the scene only the 1st one works.
i can switch on the 1st source between both the cameras but when i try to add both of them the 2nd one does not manage to turn the cam itself.
I have tried closing LGS, Skype, etc.
drivers are installed sense the 1st source can switch between both cams fine.
i need some help :P
Scene Item Transformation when adding the 2nd cam glitches cause it cant enable the cam and shows:
Size: 90001.0000 90001.0000

2nd issue ...
while testing NDI 30/30 60/60 30/60 streams (1st is the gaming 2nd is the encoding OBS/Xsplit)
so i tested a few things.
Xsplit Broadcaster 3.0 > Xsplit Broadcaster 3.0 there was heavy picture freezing on the encoding PC side (that is even on the XBC display panel with no actual encoding/recording being done) dou its the same with encoding
OBS Studio > XBC same result
OBS Studio > OBS Studio no issues with the video both on 30/30 and 60/60 fps but audio was crap and maxing the CPU encoding at 85% on medium the quality wasnt that nice after the encoding/recordings were tested
XBC > OBS Studio no audio issues no video issues but still recording/stream quality being maxed to the CPU at 85% load was still heavy pixelization.
i did try to play with OBS Studio audio settings but with no luck to fix the audio issue that seems to be coming from the NDI or Audio settings on the gaming PC Studio

also no that relevant info is OBS is giving me x2 CSGO fps while the NDI is running compared to XBC

best case for me would be OBS Studio NDI on the gaming PC with fixed audio + XBC if the idiots finally fix the video freezes that it receives on the Encoding PC considering the quality of the video is better.

sorry for the big post and please dont be offended by my conclusions so far.
any help is much appreciated.

update...
fixed the dual cam issue....
seams that both can work when one is 720p and the other is 340p but not if both are 720p (thinking it might be some issue there to be looked at) also found this fix when looking to fix the audio issues but will have to check this tomorrow
dou i am really interested in some output towards the NDI stuff (even if its OBS + Xsplit prefered)
 
2nd update..
audio is also fixed after testing today.
So far the only issue that i seem to have no escape from is OBS NDI steam 60fps to Xsplit NDI stream 30 fps
Magically both started working fine on 30/30 or 60/60 but the CPU cant handle the presets at any level when running 60 fps accept very fast that has crap quality, but works 30 fps on SLOW preset with 45% load...the issue is if i put 60 fps > 30 fps encoding the audio is fucked up and i was hoping to dual stream from both OBS Nvidia from the gaming PC and Xsplit CPU from the NDI at 60+30 fps but ..... 30+30 will have to do...
only thing i havent tried is to compare if i cant squeeze close quality on a 60/60 stream with both PCs using Nvidia codec
