Hello Streamer, Plz I hav a Question that I need answered today, the question will help me to decide on how my Live stream will be configured.

Please can I use My Mifi for the Ndi connection(2PCs) instead of a Capture Card

If both devices can see each other on the network then technically yes. And while NDI can work on WiFi, I don't think it is generally recommended as the connections might not be as reliable as a wired connection.

as previously stated, technically the answer is yes. But nothing about what you described is recommended. When you say "MiFi" do you mean a cellular network device? streaming broadcasts large amounts of data that may not be suitable for a cellular connection.
