Question / Help 2MB Upload : enough to stream webcam only?

Basically I only have about 2MB upload speed. I'm just going to hook up some cameras to my computer and stream that.
The cameras record at 1080P but maybe I could use OBS to downscale to 720P.

My question is, is 2MB enough to stream ? no gaming involve, just taking footage from the camera and putting it online.

My computer spec :
Intel i5 CPU
Nvidia gtx 550
8GB RAM

Would it be enough for a clear picture and maybe little to no stuttering?

Yeah. You can use some of the CPU-power to get a better picture with 1500-2000 bitrate. i5 is powerful enough if you dont have other stuff running at the same time.
Downscale to 720 and 30 FPS with 1500 bandwith should look fine.
