2920x encoding overload - Dual pc stream setup

Hey guys, been having some issues with my streaming rig and have been on the path to fine tuning my setup. I have been streaming for a few years, started with a single pc then onto a dual setup, first was all intel based CPUs. Current setup is a 2920x threadripper - along with 16 g DDR4 @ 2133, 850 w power, 1060 GPU. Capture is done by an elgato 4K60 pro - taking 1440p 144hz to OBS.

Goal is to get down to medium CPU preset and stream at 900 or 864 p - 60 FPS. I stream DayZ and Escape from Tarkov. The main issue is at a fast preset my cpu will sometimes overload, I’m getting 20-35 percent usage on my CPU at most.
I have seen threads regarding this issue before with some suggestions being listed.

1. Disabling SMT
2. Testing X264 options (rc look ahead, cores= etc)
3. Changing ram settings to local

OBS is high priority, run in Admin mode, power plan high performance and all other windows settings optimized to my knowledge. I am not sure where to go from here, it’s possible the 2920x just isn’t cutting it and I will have to go another route. Unfortunately that means replacing the motherboard also as I don’t have much TR4 options.

Just looking for some suggestions, I had a 8700k in the dual before and it performed as good or better then the 2920x ... something seems off. Let me know what you think, thanks.
