27.0-rc5 download issue

This message comes up although Skype isn't running. I've even restarted my computer and re-attempted installation and this message pops up again. Skype or no other program is running during this installation attempt. How do I get past this to complete the installation?

I removed Skype from my Taskbar and start menu just to make sure it's not active. I really don't want to Uninstall it due to having to set it all back up. I'm hoping someone could offer a way to work around that.
