Question / Help 2600k (HD3000) Quick Sync and Windows 10 Issues.

Just upgraded to Windows 10 from Windows 7... I had Quick Sync working flawlessly in Win7 and when I upgraded, OBS now says my system doesn't support quick sync and has greyed out the option. As far as I know, (and I've looked) the igpu is still enabled in my bios when windows is running. Both display devices show in device manager. As far as I can tell, qsvhelper.exe wont turn on at all.

Have a 2nd Gen i7, 2600k HD3000 Intel Integrated Graphics, with v.9.xx something driver (latest ones available).
v.654b of OBS
And brand new windows 10 install.

How do I figure out it its.
  • Windows 10 issue
  • OBS issue
  • Intel Driver issue.
My friend who has the IRIS drivers (v10.xx something, which are for HD4000 and beyond) is having no issues with quick sync in Win10 with OBS, but I unfortunately don't have a chip that supports those drivers.

Things I have tried:
  • Older Intel Driver
  • "forcing" qsvhelper.exe to run (does nothing, wont run without a call for it)
  • Win7 and Win8 Compatibility Mode (for OBS and qsvhelper.exe)
  • Uninstalling both OBS and Intel Driver (individually and both at same time)
