Question / Help 23s delay during Twitch streaming -- is this normal?

Hi OBS community. I just started streaming on Twitch with OBS. I've never streamed on Twitch before, just a couple of test streams and hangout streams, nothing too fancy. Everything is fine except for the delay between my actions and the stream. I tested it out a couple of times under the recommended settings from the Estimator on this site, and it averages at about 23 seconds.

I am streaming at 720p (after downscale 1.5). My upload speed averages at about 2 Mbps (hoping that isn't the issue). If you need more info about my settings, just let me know.

I guess what I'm trying to ask is: is this normal for Twitch streaming? I watch some streams on Twitch, and the delay is no where near this long; I can tell by the delay in which the streamer responds to chat.

Yep perfectly normal. Sometimes I get a whopping 1min delay which is completely unacceptable but that's Twitch for ya.

The extreme delay is one of the reasons i set up a channel on Hitbox. How am i supposed to chat with my audience if there is a huge delay on my livestream. Even had it up to two minutes at one time. D:
