23.98 FPS instead of 24?

The title basically says it all. In settings > video, it is set to common values and 24 NTSC. But on the bottom dash it says 23.98 / 23.98 FPS. Normally I wouldn't care about little things like this, but my editing software doesn't like it when you mix frame rates and this is just kind of a stupid reason to make issues. Anyone know why this is happening and possibly know how to fix it? If you need me details let me know.

If you think of 24 fps, always use 23.976 fps. All TVs play 24 fps mode as 23.976 fps. All video editors use 23.976 fps as the default value if you think of 24 fps.
My software has separate settings I think for the whole and slightly reduced values and I think it's typically set to the whole 24 unless I import something with the slightly reduced value and accidently click on something to change the value. But then it still gets slightly messed up and it's a whole thing. Since when I edit, it's usually online. So I just try to use the whole value.
