Question / Help $2000 PC but very low FPS! I've tried EVERYTHING!

Theres some other issue. Newest drivers? Are you limiting the fps? High prority enabled in OBS? I don't see many browser sourcres so that's clear. My son has an i3 with an 970 and streams overwatch at 60fps so something is wrong with you system. Bloatware, unneeded backround tasks or even Windows Defender. Seems this is the biggest culprit.

Another thing, mostly important for using nvenc! Download the newest https://ci.appveyor.com/project/Orbmu2k/nvidiaprofileinspector/build/artifacts and look for "CUDA - Force P2 state" and disable that in the global profile. Third party apps still trigger a memory downclock when using NVENC. After I did this my performance was much better since i nearly lost 1ghz in memory clock! Nvidia not fixing their shit.

You could even try to install an older nvidia driver.

Ok, so it may be something as simple as GPU overload, or a conflicting hook.
Play your games with a framerate limit set close to the refresh rate of your display.
Make sure ALL third party overlays are NOT enabled, that includes nvidia's in-game overlay.

My frame rate is capped at 60, but still lags, all of the third party overlays are disabled, so I don't know any more.

All of this reads like some underlying issue on your system. Can be everything.

But seems better now. DVR is off already thats good. Do you have Gamebar enabled? Maybe theres Gamemode in it enabled for the game you play. But that would only lag out OBS in my tests. Seems like some underlying problem. Do you have High Performance Profile activated in Windows? CPU overheating? Measure with Afterburner or something else your clocks and look if theres something off.

I had to downgrade windows 10 to 1709 (Fall Update) to get better results and had to disable Windows defender with ShutUp10, this helped me by a bunch. And try what Harold postet to disable GameDVR completely so that it doesnt oven load at all this can help too.

Other than that could be hardware issues etc. If you have useless software deinstall everything and disable unneeded things to rule everything out. It's much but sometimes this could lead to the issue.
