Question / Help 20 mbps upload and still feeling lag?

Hey guys,

I have a i7 4770K processor... 8 gb ram... gtx 760
Internet Speed: 300 mbps down 20 mbps up
Streaming at 1024x768 and 2000 bitrate


I'm trying to play CS:GO while I stream. My stream looks fine the quality is OK but I still feel like I'm losing packets in game. Opposing players will skip and pop up on my screen out of no where and my bullets don't register on the enemy at times. I don't understand why I should be lagging if I have 20 mbps upload speed. My ISP is Time Warner.

Any ideas as to why I should be lagging with such a high upload speed? Am I being throttled by Time Warner? Would a VPN help me in this situation?

The server you are streaming to (rtmp://live-arn.twitch.tv/app) took a very long time to connect. This could be due to a poor connection, server problems or streaming to a server that is a long distance away from you. Streaming to servers that are closer to you often results in the best results. If you are using twitch.tv, try using JTVPing to find an optimal server.

I just used that server to test my connection. I've connected to multiple twitch servers to see if it would make a difference and even the closest one gives me lag. Any other ideas?
