2 webcams on your machine is simply adding another video capture device. Adding a friends webcam when playing together is also possible through things like Skype.

You can detach the webcam from skype and add it as a window capture in OBS :)

HELLO - Im having trouble opening a 2nd Video capture device, It opens and i can select my 2nd webcam but it opens in a tiny little red square in the top left corner and its too small to scale bigger, and when i press on it it disappears ?

maybe you can right click but outside the red line. then put the mouse over the little picture....right click again then hit position size.... select fit to screen. then check again and center.
When you right click on the cam you selected , go to properties... you should be able to see at top where your selection of the web cam is. look down to custom resolution and check the box... put in the size you want
before you close....make sure you also put in right below it... FPS 30 I use 30 some people use 20
hit ok and close.
usually your selections will take effect in the monitor pic on ob.
