Question / Help 2 PC Setup, have laggy looking stream.

I've been scouring the internet for a solution to my problem all of today, and have came here as my last resort.

Here's some starter information: I'm running a 2 PC setup using the NDI plugin in OBS. My STREAMING PC is connected to the internet via WiFi, and my GAMING PC is connected via Ethernet.

GAMING PC SPECS:

GPU: NVIDIA GeForce GTX 1070

Motherboard: Gigabyte Z170-HD3-CF

CPU: Intel(R) Core(TM) i7-6700k CPU @ 4.00GHz

Memory: 16.0 GB DDR4 RAM

Power Supply: Corsair CX600M

STREAMING PC SPECS:

GPU: Intel HD Graphics 630

CPU: Intel(R) Core(TM) i5-7400 Processor

Memory: 8 GB DDR4 RAM

SSD: 128 GB PCIe NVMe

All of today I have been fiddling with various settings in OBS including but not limited to: bitrate, resolution, fps, etc. My internet is 29mbps download, and 10mbps upload (http://www.speedtest.net/result/7068278419.png). For some reason my stream has looked very choppy and laggy, as if I'm getting 20-30 fps in game. When in reality I'm getting 300+.

My ultimate goal is to stream at 720p 60fps with a bitrate that works but I feel like there's something that's wrong with the setup that's making my game play look like that. If anyone is able to help me fix this issue I will be forever grateful because I've spent too much time to give up.
