Bug Report 2 PC OBS Preview / Stream Video Stuttering

Ok, I have narrowed down part of this stuttering issue that happens on my stream to twitch.

When I am viewing the OBS preview as I am streaming, live, locally or simply preview I get really bad stuttering every 3 - 5 minutes, however OBS says I am not getting any frame drops or any other message telling me there is a problem. It does it on every setting.

When I record locally, and view the file through VLC I see no stuttering. When I view the video (multiple different computers) on twitch the stuttering is there.

Here is the video. At 1:40 the stuttering starts and by the end of the video (stream) it cleans it self up.

I have testing everything as far as settings. The only thing I can can conclude that the problem is the video card, Can you please confirm or not that for some reason there is a bug with DX10 stuttering with h.264 that is translating to the preview and my actual stream and VODs on twitch?

I really did not think the video card had anything to do with encoding or streaming. Should I get a 11.1 DX card ?

Thank you for taking a look. Also when viewing twitch flash videos if your audio is not set to 44100 it stutters. It is a known issue.

According to the log, OBS is performing perfectly. I watched the video and I didn't notice any stuttering, even around 1:40...

For me the video played exactly as expected, and looked fantastic. If you mean like that it's not 100% perfect, that's impossible just simply due to the encoding.

Ok, I am getting stuttering (not pixelation) On all three of my computers. It seems every time I watch it using different settings I see stuttering at different times. Why is it that when I download the file it plays perfectly through VLC but when I play it or even preview while not streaming but while encoding through OBS I am getting this stuttering in the preview screen ?

I am using chrome tried disabling plugins / hardware ect. But it cannot be the browser cause I see the stuttering inside of the OBS preview screen. Any ideas? I am so frustrated.

If you download it and it plays perfectly through VLC, and it doesn't play perfectly through flash, then that's a decoding issue caused by flash. Flash has a pretty poorly optimized decoder. It's a known issue with flash and there's pretty much nothing anyone can do about it.

Though for my PC it played fine.

If the video produced plays perfectly in a video player, why does it matter if there is a little bit of stuttering in the OBS preview? The output is fine, no? I hope you're not trying to play a game through the OBS preview window...

Because the output is not fine. In the OBS preview it is stuttering - The VOD on Twitch has the same exact stutter I am seeing in the preview. However locally playing through a VLC it is perfect.

I am using the preview window to check custom settings as I stream (locally/live). Why does OBS not alert me of the stutter ? Why is VLC Smooth ?? If VLC is not using flash is there a flash player that I can use locally to see if the FLV file will stutter ?

Even on ultra fast why is the decoder struggling ? This should be easy to decode.

The video playing in VLC and the video playing on Twitch are exactly the same. Literally, the exact same file. The problem on Twitch is more likely Flash being a hog and being difficult to watch video on. I watched the video on Twitch and I saw no stutter, personally, and neither did Jim.

Ok, so what do you think I am seeing? I Just installed windows 8 fresh. Windows 7 on the other PC. Windows 8 On a laptop. All 3 I am getting stutter at different times during the video. What plugin do you have enabled ? Pepperflash ?

Could somehow my ISP be throttling the video and messing with the content ? Is there a way to verify / test / analyse what is exactly happening in my situation ? How does caching work compared to playing through VLC vs Chrome ?

Something is very wrong.
