Hello,
I have a i7-4790k with 16gb of ram and a gtx 970 4gb gpu, I stream on twitch using obs studio but tend to get a lot of frame drop for games and dropped frames in obs. Wondering if I can buy a 750ti or some sort of cheap video card that is not a 970 but a different one. Not clicking them together in SLI would that mean I can run obs off of the 750ti and play the game on the 970. Would this work or would it not be worth it to do?

It wouldn't work.

If you post a log we can probably fix your issue though.

Hi I have similar issue (I have 1070 and 750-ti not in SLI of course) and I am trying to find a way how to stream and encode from 750-ti while gaming on 1070. I know this worked in older OBS (classic). There you have option to choose which GPU to use but maybe for another purpose. I'm not sure about it. Is there any way how to actually set it up? In Studio there is some GPU thing (in output) and I don't know what it does. Any suggestions?

Gigabyte GeForce® GTX 1070 G1 Gaming 8GD5
MSI N750Ti Twin Frozr IV

It would not work, and on a 4790k it would cause performance issues.
What can I do to fix it. I have tried lowering the bit rate and also changing from CBR to CFR and VBR or whatever those are. My framerate in game isnt so much a problem but the dropped frames in obs is what I cant figure out. I usually have my bitrate at 2500 to 3000 and my upload is 6Mbps so I think im fine with that. I will post a log after I stream next time. Thanks for the input.

It depends. I am not 100% sure on this, but I think you can force obs to do composition of the scene on the other card. For that you need to attach a seperate monitor to that card and switch obs to that desktop. I am not sure whether that helps with encoding or not.

Dropped frames (status bar of OBS) are 100% an internet connection issue.

Having the second graphics card installed cuts the available bandwidth to the primary card in HALF in your system.

And forcing composition on to the second card forces you to use the WORST capture method for game capture.

You will be gaining NOTHING for your efforts BEST CASE, and more likely you will have MASSIVELY reduced performance vs only using the 970.
