I'm trying to record a video, not stream. Just record with my voice and proabably people over skype.

I watched one of our videos back and there was a big background noise which annoyed the shit outta me so I looked up what to do. I followed a video's instructions about howto go to settings and enable the noise gate and out the thresholds just above your background noise but the problem is, these background sounds are up at -11db meaning if I put the threshold that high, it can't properly record my voice and it cuts in and out. Sometimes with no noise at all.

Help would be really great.

This noise is purely my computer, possibly the fan but im sure its not that loud, sure its audible but its not as loud as that.

The noise gate is just an auto-mute below a certain volume level. It doesn't remove ambient noise. Either move your mic closer to your mouth and run it at a lower gain level, or eliminate the ambient sound.
If you're using a large-capsule mic, be aware that they're meant for use at ranges under a foot.

depending on what your motherboard is and audio driver, you should have an option when you plug in your mic (mine pops up to configure it) to use noise reduction. (this may be in the actual sound tab for the microphone properties as well. If this softens your voice too much etc, use the mic boost.

If this noise is from your fan or something, i think the only solution is what Neko X says.

If the noise is a ground noise, u can buy a filter wich is filtering this noise. Search for ground filter and pick one. Eliminates ground loop noise between the audio source and radio. Can be used for car, MP3 Player or home stereo.
