OBS log?
Youtube video looks like you are trying to use 1080p 60fps for streaming PUBG, which will not look good with anything less then 8000kbit/s.

What stream settings are you using on the Streaming PC?
Bitrate: ?
Resolution: ?
FPS: ?
CPU Preset: veryfast

I think you are under utilizing the CPU on the streaming PC. You could probably set the CPU preset to medium and get way better results.

You could probably turn t he stream PC into a RTMP server too and get some insane results if you wanted too.

Also why not use Windows 10 on the gaming PC?

i was using bitrate : 9000
resolution 1920x1080, 60 fps
if i change the profile preset to medium my cpu goes 100% and the stream lags like hell

Given you have an R7 1800X, you could probably get better output quality by setting up your own RTMP server and removing the capture card.

As a streaming server, you should be able to run the CPU Preset at faster/fast for 1080p60fps, medium for 720p60fps.

Also, your network speeds are just not 'very good'... They are literally 10x faster than what I get here in Australia when I pay $100+ AUD per month!

my internet connection is 500 mb download and 500 mb upload and i pay 13 euros for this. i really don't know how to setup a RTMP server....

1080p 60fps is simply a banana setting for streaming on Twitch.
Choosing "ultrafast" preset is just throwing quality away.

1. never choose super fast or ultra fast...stick to "very fast" or any slower preset, that your system can handle (otherwise even NVENC would look better)
2. don't use 1080p 60fps for streaming shooter games (720p 60fps is worth a try)

Then 1080p 60fps can look okay (not sure if 9Mbit/s is enough for this), but not with ultra fast preset. Ultrafast encoding quality is even worse than NVENC.

BK-Morpheus the problem is that my procesor can't go better than veryfast and i see a lot of videos on youtube that people are using even medium preset :-/

Below is a YouTube video guide for the NDI plugin for OBS Studio, tutorial is done by EposVox, who has made a very exhaustive tutorial series for OBS Studio (Really good to watch)

What other applications have you got running in the background on your streaming PC? You may need to look for interference from Antivirus software, firewall settings, etc.

There is no logical reason as to why you could not push a CPU Preset at faster/fast for 1080p60fps, medium for 720p60fps with your R7 1800X.

@BornDownUnder - i allready have a capture card... and i know about ndi plugin... the problem is that my rig can't take better profiles than veryfast & i don't know why that hapends... i have the last bios update, i have the latest chipset... if i use a better profile on obs than very fast my processor goes 100% and the image on the stream is lagging like hell

I still have this isue.... the problem is the capture card, last night i removed the capture card and used NDI Source for obs and the cpu usage droped a lot ! i can use now medium preset, the problem now is that the quality is not that great as it will be using the elgato capture card. Anyone has eny ideas to fix this ?

Post a new Logfile with the latest Log that inclused your Setup while using NDI

Try the below encoder settings:
Bitrate: 9k or higher
CPU preset: faster
Profile: High
Tune: Film or Animation (Try to retain more grain/de-blocking weight) or none. Personal preference and you may not see any visual difference - Look at shadowed/contrasted/smooth surface areas.

For video settings, change to Lanczos filter.

You could also try 720p60fps with the above settings, CPU preset on fast/medium.
