1660 super lower quality recording than expected

Those recordings settings will produce an inferior recording. B Frames should not be used in a CQP recording anyway as they are the worst quality frame.

I would also change the scaling on your TV to 100%, currently in Windows it's @ 125%.

Cool, although you'll need to give it a nice long test to make sure it's completely eliminated. The tests above were only 3 & 6 seconds, too short.

i shall do a long test having it sit there i think ? also i have the tv at 125% because at 100% it's hard to read anything for me as i use my tv as my secondary monitor for watching vids/streams/reading stuff and my 1080p monitor is where i game/record/stream

well the settings are all how they should be with CQP 17 etc but it just feels like the settings are there for cosmetic purposes and none of them change anything.. i just wish i could record 1080p thats it

Try VLC. Movies & TV might be the cause of the lagging playback.

could it be possible that obs may be using my stream settings instead of recording settings ? and i just watched through vlc same issue with quality

You can change the View for more info but the recording is 1080p@60FPS.

Only the Audio Encoder was set that way. Try the H265 encoder, see if you get the same results. If so, then try x264 & QSV.

Did you have this issue with older versions of OBS? Still running 29.1.3 , like to give it some time to see if there are any issues/fixes before I move on.

i finally figured it out! so i went and made a new scene just to try game capture on it with no other sources and now it records video nicely.. don't know why that happened xD thanks for all of your help

Nice, YW! Yeah, I never had a Scene go haywire like that, something new I guess. A new Profile was going to be my next recommendation if you were getting the same results with H265, x264 & QSV.
