Question / Help 144hz and 60hz monitor frame stutter

I am posting this on behalf of a buddy of mine. He owns a 144Hz monitor and 60Hz monitor, and experiences frame stutter when streaming in 60 fps. We believe the issue lies in OBS, as I can replicate the issue with my 2 monitors. The frame stutter or ghosting is noticeable when dragging desktop icons around. His computer has a EVGA GTX 980ti FTW and INTEL Core i7-4790K @ 4.0 GHZ; perhaps someone can provide the best possible settings (or fix) for such configuration.

It could be it doesn't like splitting 144 by 60 resulting in a non-1-numerator fraction. What happens if he captures at 72 FPS (1/2) or 48 FPS (1/3)? If recording to disk, should probably try 72, if streaming, should probably try 48.
