Question / Help 13 second delay??

Hello all,
So im streaming at 1536 x 864p at a 4500 bit rate with an isp service of 75 down and 6 up. No matter what settings i play with i cant seem to get the delay down at all? Logs attatched and any help would be amazing!

You are streaming to facebook - right?
There seem to be plenty of threads about a pretty decent delay when streaming on facebook. (example)
Have you set your keyint to 2? Otherwise try to follow this guide.
