Question / Help 1280x1024 stream black strapes + build

Hello,I'm thinking to build a stream and gaming computer i have a monitor that i use 1280x1024 i had a computer that i stream but it gives you the black strapes on the stream while you watching is there a program or something to fix that problem ?

This will be my new computer.

CPU:8350 AMD
CARD:Asus 7950 3 gb 382 bit.
1 TB
8 GB RAM

If i can fix that black strape problem it would be nice and i have a question about can i stream on a TV that provides 1920x1080 with a hdmi cable this is the one LG 32LA613S 32'' 82 CM,3D LED TV,1920X1080

I have got 20 mgbit download speed 11 mb upload i would like to get some bitrate setting too for nice stream.

Not sure what you want to do here. Do you want to build a separate streaming and gaming computer, or one new computer for both?

Will you be playing on a 1280x1024 screen or a 1080p tv?
or
Will you be playing on the 1280x1024 screen and streaming on the 1080p tv, if both are separate?

Either way, since you have no capture card mentioned anywhere, I'm going to assume the first. In that case, I suggest you connect the tv to the pc, and use that to play your games. Then just let OBS capture that monitor, and use it as a base resolution (so 1920x1080). You might then downscale however much you want in order to get the quality/bitrate balance you want. Use the estimator (http://obsproject.com/estimator) to determine your settings for starters.

You will not have black bars (that's what you mean I assume), for all people watching on standard 16:9 screens, which probably is the majority.

If you use the 1280x1024, you will have black bars on the sides for those with 16:9 monitors, as yours has a 5:4 aspect ratio. But you will not have black bars for all people on a 5:4 monitor. There is no way to have no black bars for anybody.
