Question / Help 1080p60fps stuttering problem, can't seem to figure it out

Hey all. I'm having a bit of a problem with my stream. I've been streaming with OBS for a long time but I've never been able to figure out my issue with 1080p60fps streaming. Every time I stream with 1080p60fps with 3000 bitrate or 3500 bitrate (doesn't matter which) I run into an issue that the stream feels to stutter, like it can't hold 60fps. I've noticed that recordings of my streams push 60fps (according to Fraps) when it feels smooth but when the stutter begins, the FPS goes down to 54fps.

So far I've tried: CPU presets, making sure my CPU nor GPU is overloaded (both hover around 60%), clean installs of both windows and OBS etc.etc. but I can't seem to get it to go away.. Any help with this issue?

Now I know most people will say "you can't do 1080p60fps without stutter etc." but there are streamers who are pushing it fine without this issue, on hardware similar or the same as mine so I should be able to do it. Oh specs are as such:
Windows 7 64-bit
CPU: i7 3770k @ 4,4ghz
GPU: AMD 6950 2GB
RAM: 8gb 1600mhz
Internet: 100/10.

Its probably the same stuttering bug that a lot of people are having. OBS can't seem to do smooth 60 fps for a lot of people. It looks like you're in the same boat I'm in. Log always shows little to no duplicate frames, yet they're duplicated like crazy. Only known workaround at the moment is to use a custom resolution with a refresh rate of exactly 60.000Hz. Even that isn't perfect, but it seems to help.

Aside from the normal warnings about how 1080p60 is a waste of time for most streams, requires more than Twitch's max of 3500 Kbps to look decent for most content, and hoses Flash player on many systems making the stream look like an unstable 30 FPS but with lower quality...

Start by lowering your webcam resolution to 1280x720, the C920 quite frequently has performance issues at 1080p.
