I kinda don't have that processor, but as settings ( I have a friend who have i7 5820k, and I tried almost the same settings, but lower them a little bit ) 3500 bitrate, 1080p60fps, advanced : use multihreaded optimizations : check
ppc above normal x264 cpu preset fast, are them good, or .., lower them ?

3500kbps is not enough for 1080p@60. It's barely enough for 1080p@30. You're looking at needing closer to 5000kbps minimum.

Your preset should start at Veryfast, and go down one step at a time, monitoring CPU load and thermals, as well as throttling while casting for at least 30 minutes on each, during actual gameplay.

There is no 'best settings for X' as there are a LOT of variables.
Unless you're a Partnered Twitch caster (assuming you're streaming to Twitch) 1080p@60 is significantly more than is realistically possible.

i have a 5820k @ 4.6ghz and i stick to 720p medium if 60fps /slow if 30... there's a reason for it you know! -
when will people learn that the image gets blurry during movement if you overdo the resolution vs bitrate.
+ 6700k is quite alot weaker.
