Question / Help 1080p60 Recording is Jittery (144hz Display Problem?)

I have spent the past 10ish hours trying to figure out the reason behind my recording problem with OBS, in which my encoded file plays back at ‘60fps’ but has noticeable framerate jitters. As far as I can tell it has nothing to do with my OBS settings, as even when use lowest rates and quality settings the jitter still exists.

I'm using the Nvenc encoding setting, because (as is stated in the title) I am simply recording game footage. As far as I can tell switching to x264 does not fix the issue.

Here are some comparison clips to help clarify my issue.

I see rendering lag in the log. Seems, like the GPU is loaded with 95-100% and bottlenecking the OBS renderer.
Try to use Ingame details + fps limit until, the GPU load stays under 95%. This could fix the issue.

Okay, yes this does appear to be the issue. Would it be possible to dedicate a percentage of my gpu to OBS at all times?

Ok, I've done further testing and this does not appear to be the issue. 60% GPU usage while recording, capped at 80fps in game- still gets jitters in the file. And honestly, looking back at the footage I posted in my orginal question, they both have noticable jitters. What is different from my OBS setup to most other peoples that creates this issue?
