Question / Help 1080p with i3-3220 possible?

I'm looking to build a budget PC, and I really mean budget.

I plan on getting an Intel i3-3220 CPU and I'm wondering if I'd be able to stream on Twitch at 1080p 35fps. If not, would 720p be possible? Keep in mind that the games I'll be playing will be at the low-lowest settings possible.

Additional information:
EVGA GTX 660ti
8GB RAM

Upload: 30-50 (depending on which FiOS plan I go with)

Generally you don't want to go over 30fps at 1080p at all; Flash has issues with pushing that much data.

No, I'll say flat-out that an i3 will not have anywhere NEAR the oomph to swing 1080@30; I'd probably doubt it to be able to even do 720@30 to be entirely frank, with any kind of quality, even without taking the overhead of a game plus capturing into account. You might be able to get away in the 360@30 range though. You go bottom of the barrel, you get bottom-barrel performance.

The lowest I'd personally shoot for on a streaming rig is an i5; with an i7 being preferred (of course).

depending on what game you play ... but 720@30 ist most likely your limit probably think 540@30 is more realistic for you but 1080 is not going to happen if you want to play anything

That's an Ivy Bridge hyperthreaded dual core. It should be able to do 1080p at 30fps. I'm just not sure if it can do anything else while you do that. What game are you planning to play and stream? People never mention what game they're going to play, yet some games have next to zero CPU usage, others can max a CPU out all by themselves, leaving nothing left over for encoding. So which game is hugely important.

Also it includes Intel HD Graphics 2500, which if I'm not mistaken is capable of running OBS' Quick Sync.
