1080p with different resolution HELP!

1920x1080 is already a 16:9 aspect ratio.

If you are recording locally, use the Simple mode, with Indistinguishable quality. This will use CQP/CRF quality-target encoding, that will use as much or as little bitrate as is needed for the video being encoded to maintain a given image quality level.

If you are streaming, bitrate targets rely on a lot of things; fast-motion, high-detail scenes (like FPS games with lots of detailed foliage/grass) at high framerates will need more, low-motion simplified scenes at low framerates will not need as much.

Generally, average 1080p60 streaming video will 'want' around 12mbps to avoid most major artifacting/blocking/blurring.
