Question / Help 10 FPS while playing league and streaming

I have had this problem for a while now and I can't seem to find a fix for it anywhere. But whenever I stream and play league I would only get 10 FPS playing league. If I restart my PC and not start up OBS and stream, my FPS is back to normal. I've checked my OBS while streaming and I don't lose frames, I check my task manager and OBS is using the normal amount of usage on the CPU and GPU.

This has frustrated me for so long, does any body know what the problem is?
 
Try in a new scene COLLECTION (scene collection menu at the top of the OBS window, do NOT duplicate your current collection, make a new one) with ONLY the bare minimum required to capture league.
 
I've recreated the scene with only a game capture and video cap and it was fine at first, but the longer I have OBS running and while playing league the frames slowly drop, starts off at 144fps and it slowly decays until it reaches 10fps
 
Neither of those logs shows you following my directions. You need to make a new scene COLLECTION, not just a new scene.
