Question / Help 0 Lag In-Game, Stream Looks Like 5FPS

Hello Everyone!

I'm looking to start streaming on Twitch again, but I'm having a major issue with stream quality. My stream on twitch looks super laggy but my game plays perfectly fine, sitting around 180-220 FPS, and I have no dropped frames.

I used to stream on my old PC, (i7-2600k, GTX 780, 8GB DDR3, SSD) with no issues which is why its very weird to me that I'm having issues now on my new PC.

PC Specs
Intel i7-8700K 4.5GHz
GTX 1080 Ti
16GB DDR4-3200
500GB Samsung 960 EVO M.2 SSD
Dell 1440p 165hz Monitor.
Internet 100Down,15UP, no frame drop issues.

Here are my OBS settings, I've tried window capture, game capture and display capture, using both fullscreen and windowed fullscreen ingame, all are giving me the same issue.

OBS can't render the frames in time for them to be compressed. You can probably address this by lowering the frame size or the frame rate.
