Если я поставлю задержку 10 - 15 секунд, качество изображения улучшится? У obs будет больше времени на обработку изображения.

i do not think that it will. image quality is determined by several other factors. Run the Auto-Configuration Wizard from the Tools menu and apply the settings that it recommends. Then restart OBS.
