elgato hd 60s

I'm using 2 Elgato HD60s, but one of the 2 devices (it changes) will not allow me to set 23.98 or 24fps, which is what I run my cameras on. It won't even display a 24fps option and says that 25fps is the device default. The camera is definitely not set on 25fps. Does anyone have a possible...
