Question / Help YUV Colour Range Full or partial

Partial (TV) color range videos at 8-bit has 16-235 of luma versus 0-255 in Full (PC). Does the YouTube convert video range from Full to Partial when re-encode them? I think - yes. But there is 10-bit HDR videos and this is comletely different thing, because users see only the videos they are able to playback by their devices...
