Question / Help Youtube Streaming KB/s is buffering / down to 0 kb/s

As i mentioned when i want to stream to youtube it doesn't use my upload speed and goes around 0 kb/s 500 kb/s its waving like that but when i want to stream twitch it is good and full speed upload.
