Question / Help Youtube streaming anything below 7000 bitrate looks like crap???

Ok 1st system specs:
i5 6600K @ 4.7Ghz
16gb ddr
Sapphire Nitro+ rx480 8Gb
100Mbit Down / 10Mbit up (....at least thats what the cable company says it is LOL)

Ok quick rundown of my settings....:
I game on a 2560x1080 ultrawide so to fit it to 16:9 for streaming and to also have reasonable upstream resolution I started with a base canvas of 1280x720 and then added a source of a full display capture of the ultrawide monitor and placed it to fit on the canvas(black bars top&bottom).

Anyway I played with a bunch of the settings until I finally settled on using GPU bound rendering via the rx480 High quality 32 sample(QSV did not look very good and x264 is kind of a lost cause without hyperthreading).

I also capped my game's fps at 60(it never dips below....mainly playing rocket league). I kept testing the stream and I was constantly getting a pixelated mess. Since it was late at night and the internet was running well so I just started pushing the target bitrate up and re-testing. By the time I got done it was at 7000 and I had also upped it to 60fps(started at 30 fps since I assumed I did not have the bandwidth for it).

I just wondered what you guys were running into because that bitrate seems really high and everything I read says to be between 2500-3000......I especially thought this was odd since I am at 720p resolution.
